I've tried this one several times on MOX and it worked:
I could append a phrase with itself and didn't have to duplicate it in a new phrase in MOX but in MOTIF XF when I set the parameters as the same to append a phrase with itself (which doubles the measures basically) I get the illegal parameters error. Why?

The functions are exactly the same, what is different is the data you are applying it to... Upon deeper inspection you will find the difference... Look at the data you are trying to apply this to.
Check the event list.
Make sure your data does not extend beyond your measure lines.
If you are using any Play FX to offset the timing, make sure you Normalize Play FX before you Append Phrase.
An "Illegal data" message is recalled when the sequencer cannot fulfill your request because of an illogical situation. It is not a bug, a bug would not recall that specific message. That message is recalled under specific conditions.
