On the CP4 is it possible to use a foot switch to toggle the Layer on and off? If so, how do i set it up?

No, not really. The traditional way to defeat the Layer would be to press the button deactivating the Part. If you are looking for a way to do this without using your hands, an alternate method would be to do it with a Foot Controller pedal (Yamaha FC7) Set to control the Volume of the Layer.
