As the Yamaha MoDX and some other keyboards like the MOXF, MX etc don’t have sampling capability, can I sample on Cubase and edit the sample ?

Yes, you can. See the following:

This technique can be used for the MODX, MONTAGE, MOXF, or even the Motif XF (which included a sampler).
