Is there a planend change in the Firmware to insert a new sound in the live set? Insert will Then move all Other SOUNDS one Slot further to the right or one Slot down depending whether you Prefer to Order the set List in a Row or a Column.

Since planned firmware changes are not always announced, who can say.
Since LIVE SETs can be “burned in” ROM libraries it is unlikely that these would ever have the ability to “move” positions.
Possibilities with current Firmware
User Live Sets are made quickly and easily. If you use the “Favorite” marker to identify your important setups, creating a new Live Set is certainly quicker then writing them down. Double click [CATEGORY SEARCH] to review your Performances. Select. [SHIFT] + [LIVE SET] to register the Performance.
When you get your instrument back, you may want to look into other methods to recall your Performances. Using the Soundmondo App’s SET LIST function, for example, changing the order of your Performances is as easy as moving app icons around in your phone/tablet. Literally, drag and drop them into place. Sending the data to the instrument (via USB) is as easy as touching the icon.
