I am thinking NO. User Arps seem to be created through and as a part of a mix or voice.. I can use / assign then outside of the voice/mix where I created them, but any changes would result in a new user arp. Correct? Concurrently, if I tinker with the Arp Fx knobs to alter a User Arp, I would again save it (through my voice/mix as a new User Arp, Correct?

You cannot change an ARP once the data is converted and stored to the Motif ES’s ROM (Read Only Memory). You ”edit” using Arp Play FX - which can offset the timing, velocity, duration, etc of the data in the stored phrase. Those offsets are stored with your program, not in the User Arp.
This means you can offset the Arp Phrase differently in each instance you use it.
Once an ARP has been recorded to the Song/Pattern Sequencer, technically speaking, it is no longer an Arp— it is the same as any recorded MIDI events and can edited in the same way as any recorded MIDI events.
Got it - no Arp editing. My goal here is to create some additional "staple" drum grooves (arps) starting either from scratch or starting with preset drum arps. After recording to the sequencer, then editing to my liking, I would put it to arp so I could use again and again in different songs or patterns. I think you answered my question about how to use the knobs controlling Arp Play Fx. To wit, if I want whatever offsets I make with the knobs to be part of a new User Arp, first store it to the program (mix?), then convert the desired tracks to arp, correct?
