You can load the Voices that are currently in your Motif XF USER 1 bank to USER 2. I'm restating what you said but have edited it so that what you must do is clearer. MOVE is a word used in computer systems to mean "pick up and leave a blank space behind" - like when you MOVE a file from one folder to another. So technically you can't actually MOVE the data - in that sense. But what you can do is load the VOICES in USER 1 from a file and target them to internal location in your USER 2 bank. This requires using a USB storage device and using the FILE > LOAD routine, where you set the Load TYPE = "1 Bank Voice".

This action will duplicate what is currently in USER 1 and place them also in USER 2.

From a Motif XF "ALL" data library file (.X3A) or a Motif "ALL VOICE" file (.X3V) you can direct the 'Folder' named "USER 1" and target your internal USER 2 bank.
This operation is outlined specifically in the REFERENCE MANUAL page 243 (second column): "Loading a specific Voice or all the Voices of a specific Bank from an “all” or “all voice” file

If you get stuck post back here.

An alternate method would involve using the "Motif XF Editor Standalone/VST". You can COPY and PASTE entire Banks of VOICES and bulk them to the hardware. Not sure whether you are using your computer with your XF or not. But you can accomplish what you desire either way.... using a USB drive (load) or using your computer (bulk).
