Anyone experienced in programming a Yamaha MEP4 to send program Bank changes to a MOTIF XS Rack.....such as changing from PRE1 to PRE(x) or to USER(x)?

MEP4, now there's a blast from the past. I'll need to double check but I think it predates BANK SELECT. You may want to call Customer Support, but anything 30 years old may not have needed a Bank Select, back then most things didn't have more than 128 programs so it wasn't necessary.
