Anything that the modwheel is doing involves a programming assignment with modwheel as the source and some parameter as the modulated destination.
You could just change the source from modwheel to FC1 or FC2.

MW is a controller that does not have a specific (fixed) function. It generates a channel Control Change message CC01, always. What it is going to change (what parameter) must be programmed for each and every Performance. You notice in some Performances MW is vibrato, in others it is Rotary Speaker Speed, and in others it might be the mix Volume of some Parts or Elements, etc. *you* decide.
If you would like “Foot Ctrl 1” to act as your Modulation Wheel, all you need do is set the “Foot Ctrl 1” to send CC1… from the HOME screen:
Press [EDIT] > touch “Control” > “Control Number”
Set “Foot Ctrl 1” = 1
[STORE] this to your new User Performance.
If you would like to keep “Foot Ctrl 2” = Super Knob for your second FC7 — that is the normal default… Again, this is programmable on a per Performance basis.

The MW as a controller resets to minimum (0), while a FC resets to maximum (127)… just FYI
Whatever the MW, FC1 and FC2 are doing is programmable on a per Performance basis, therefore, it is not like changing the FC1 to CC1 will make it that way in every Performance… it only affects the current Performance. You would need to program each Performance so FC1 = CC1
Jason makes a great point, if you wish the FC1 to do what the MW is doing, you can simply change the “Source” from “MW” to “Foot Ctrl 1” within the Control Assign setup. Navigate to the Part’s “Mod/Control” > “Control Assign” screen, activate the “Auto Select” box (green); Then move the MW to recall all Destinations for the MW.
Change the “Source” box to “Foot Ctrl 1” for each MW Destination as you require.
But be aware of the following:
The Foot Ctrl 1 defaults to CC11 Expression… while the Foot Ctrl 2 defaults to Super Knob.
When assigning parameters to Foot Control 1, for example, if you do not change the default Control Number (from CC11) the pedal will control both the assigned parameter and Expression (how loud)… typically, not something you really want to do.
When you desire to use the Foot Ctrl 1 as a separate control device (ie, not as an Expression pedal), it recommended that you set the Control Number = CC4 Foot Control. This CC number does not have a fixed function (like CC11 does). You decide within the Control Assignment what (CC4) will change.
