I have a CP73 and was wondering if you can assign more than one parameter on ONE expression pedal?
For example I would like to control both the rate and depth of an effect at the same time with only one expression pedal.

Not with the CP73. You want a MONTAGE or MODX... Where you can do just that!
(We are sure you mean “sweep” pedal (FC7), a pedal assigned to “Expression” cc11 will always control performing volume. If you assign other functions it will do those in addition to its Expression (cc11) duties.
