controlling parts with foot controllers

I have a CP4 that I enjoy greatly.
I have been using an FC7 on Foot Controller 2 to control volume of part 2 of layer. I am trying to get a second FC7 to control volume of part 1. FC1 seems to control overall volume of both parts.
what am I missing?

UTILITY > CONTROLLER > FC1

You probably have it set by default to 11:Express.

Change to 04:FootCtrl.
