when i open the menu of user scale, i see only 8 slots for store user scales/ temperaments; its not a lot, why this restriction, it will cost one penny to at least have 99 slots memory?

Probably because they surveyed 10 keyboard players and one used the feature and needed one 1 user microtuning slot. 7 more thrown in for good measure. Usually the way this sort of thing evolves.

It's valid to convey that 8 isn't enough.
II wouldn't mind having MIDI note as a modulation source and user curves that can set each of the 128 steps individually to allow for user curves that are as detailed as the factory ones. This would allow for using the source/destination relationships to generate microtuning. Not instead of more user tunings - but to compliment.
