Is there a MIDI Program Change or SysEx command to switch to a certain Live Set Page ?
I would like to organize songs with multiple performances in a Live Set Page and automatically switch to the corresponding Live Set Page by a MIDI command from an iPad app like OnSong.

You can select a desired Live Set Slot by sending the appropriate Bank Select MSBs/LSBs and Program Change Numbers.
There are sixteen User Live Sets, each with sixteen slots.

Refer to the just released firmware 1.10 supplementary manual:
MSB: 62 (x3E)
LSB: 00 - 15 (x00 - x0F) adresses Life Set Pages 1 - 16
Program No.: 00 - 15 (x00 - x0F) adresses Slot 0 - 15 of selected page

what channel does this need to be sent on? As I understand it, Channels 1-8 will control parts?

Any MIDI channel 1-8.

It's not spelled out what are valid listening channels on the receive side of Montage for part agnostic messages like multi-part bank+program changes or the live set bank+program change. I would target any active PART as I'm not sure what the defaults are for unused parts in terms of MIDI filtering.
Make sure that MSB/LSB + Program number are not filtered out of your receive switch settings.
Make sure you have firmware v1.10 or later.
