The Feedback parameter for this effect is set up in a way I don’t understand. Why are negative values possible? What do negative values mean?

Negative values reverse the phase of the repeated data.
If you were to set both INS A and B to a Tempo Delay with one of them with Feedback set to +32 and the other to -32 you hear how they very much are phase reversed (you’ll get severe cancellation).
