I have an external desktop synth that I'm controlling with the MOXF 6. The manufacturer tells me to use the modulation wheel to control a parameter, I have to assign the Modulation wheel to the MIDI cc# of the parameter I want to control. Is this possible or is the cc# for the Modulation Wheel locked in to 01 ?

As per MIDI Specification cc01 = Modulation Wheel
By definition it sends cc01, this is determined by MIDI protocol. It has no fixed function... you can assign whatever you like to it. By default, cc01 does not have a specific parameter destination. Most often it is used to apply Pitch Modulation Depth, what musician’s refer to as “vibrato”, but this must be programmed to do this within each Voice. MW is a control change that resets to 0 and travel in one direction to a maximum of 127.

That sounds backwards, you need to assign the parameter you wish to control to the MW. The MW can control anything that can be set to respond to cc01
Yes, it DOES sound backwards, but this is what the Korg said (minilogue XD). From their manual and response to my question it seems not possible to re-assign the parameters in the minilogue to different CC #.
The MOFX is the only MIDI machine I've ever used --- do some MIDI controllers allow you to re-assign the midi CC# of knobs, buttons, sliders etc?

Most keyboards have controllers that are assignable and controllers that do one thing. The MW is a Controller. It is equal to cc01 on all MIDI devices — it will always send cc01 when moved.
On your MOXF
Press [UTILITY]
Press [F4] CTL ASN (Controller Assign)
Press [SF1] ASSIGN
Here you can assign cc numbers to your available assignable controllers... FC, Assign Knobs 1/2, Assignable Function Switches 1/2.
From the MODX Reference Manual:
ASSIGN
“Determines Controller Assign settings common to the entire system of the MOXF6/MOXF8. You can assign MIDI Control Change Numbers to the Knobs on the front panel and the external controllers. For example, you could use the ASSIGN 1 and 2 knobs to control effect depth for two different effects, while using the Foot Controller to control modulation. These Control Change Number assignments are known as “Controller Assign.”
NOTE: As for controllers that are not actually available on the instrument itself, they can be controlled by transmitting the corresponding MIDI control number from an external MIDI controller.”
The controllers that are not physically available but can be controlled by sending the appropriate cc# are Ribbon, Foot Controller 2, Breath Control.
But generally if it’s called a MODULATION WHEEL it will send cc01.... in all cases, in all products. Exactly what cc01 does to the synth is programmable on a per program basis but no matter if it is a Yamaha or not MW = CC01 always.
