foot control assignment issues - volume issues with split performances

I have been trying to assign a control pedal to various voices to control the Modulation Wheel (MW) to control the modulation of a few pre-existing voices. I am using a yamaha FC7 foot control vol pedal. I follow all the prescribed steps but to no avail - I cannot control the MW function. Any ideas here?

Separately, when I create a performance by splitting two voices on the keyboard, I notice that lower keyboard split volume is significantly less than when I play the same voice by itself. Is there a way to ensure that voice volume is maintained when it is split?

The Foot Controller is an Assignable controller - you can select what type of command it sends. By default the FC7 is set to send cc11 Expression as FC1 or it can send cc04 Foot Control as FC2.

cc11 is musical "Expression" a type of Volume Control - it will always adjust volume
cc04 is Foot Control - it does not have a fixed function, you can decide on a per Voice basis what it is assigned to control.

The Modulation Wheel is a controller that sends cc01, a message called "Modulation Wheel". And like cc04 Foot Control it does not have a fixed function. You assign what it controls on a per Voice basis.

Because the MOXF has but one Assignable Foot Controller jack on the back panel, you must decide if you would like dedicate the FC7 pedal as an EXPRESSION (volume) pedal (cc11), or you would like to set it so you can decide in each Voice what it controls.

You can make a controller control what another is controlling by changing its assignment.
If you want your foot pedal to act as a MW, simply set the Foot Controller 1 = cc01 [Modulation Wheel]

Press [UTILITY]
Press [F4] CTL ASN (Controller Assign)
Press [SF1] ASSIGN
Set FC1 = 01[ModWheel]

The pedal will not control whatever the MW is assigned to control within each Voice.

Extra Credit: the MW defaults to 0 when reset.
The FC defaults to 127 when reset.
