Is this possible? I'd like to assign the 2 assignable knobs to Delay and Distortion.

Yes. The Assign 1/2 Knobs are Assignable to control parameters including some that can affect the Insert Effect assigned to Part.
This takes place in the CONTROL SET (Ctrl Set).
You must first assign the Effect to the Part
The CONTROL SET is found
Press [EDIT]
Cursor to 02: PART
[ENTER]
Select the PART
Cursor to 07: Voice Ctrl Set
There are six Control Sets, each consists of a Source, a Destination and a Depth.

If there is a dedicated knob for reverb & chorus on every part or performance without having to assign these functions to every part
why cant we have a delay knob on the assignable knobs?

Altough the Effects are called Reverb and Chorus, the Chorus processor is better referred to as the Time Delay processor... it includes Phaser, Flanger, Chorus, Delay, Echo... (all are related to time delay, just a matter of degree).
So it already has a dedicated Knob.
