Is there a way to use the XA to create a key off element which plays randomly?

No. Not by using the XA CONTROL commands as they are... "Wave Random" is a separate articulation from the "Key-Off" articulation. So you cannot select both types.
That said, you could make the waveform responsible for the Key Noise trigger randomly, but it would not behave strictly at note release, it would trigger instead as a note-on. What is it you're trying to accomplish?
