What's the easiest way to export just one Performance to a Montage user file?

I was thinking about this, and the best I could come up with was to save a backup user file of everything, then delete every performance except the one I wanted to export, save the user file containing just that one Performance, and then restore the backup user file.

Is there a better way?

Current situation, yes, you're on the right track. The User memory is your "try out" area. Ultimately, you want to assemble your "keeper" data into Libraries. Because you can always retrieve individual Performances data from the Library.

The Montage saves only the Performances in the User memory to a User file. You can initialize all User data:
[UTILITY] > touch "Settings" > "System" > touch "Initialize User data". This will create a situation where there are zero Performances in your User memory. You can then "import" the one you desire.

Any Performance can be Imported from one of your 8 Library locations.
[UTILITY] > "Contents" > "Library Import". Here you will see a folder representing each installed Library. You can touch the folder to enter it and select the Performance(s) you wish to import to the User memory. This is how you assemble data.

If you have not started to build Libraries, it's a good thing to do. Each Library can contain as many as 640 Performances. In order to ensure that when you retrieve a Performance from a Library it has everything it needs to sound properly, this IMPORT routine exists. Instead of having to manually manage/direct Waveforms and Samples ("with sample/without sample" as previously) the Montage does all of the heavy lifting... No possibility of duplicate waveforms or misplaced data.

The near future: the already announced "Montage Connect" (VST/AU) utility will allow you to elegantly capture and recall Montage Performance setups, among other things. And acts as a gateway to the Cubase MediaBay/Sound Browser feature, which will let you backup, recall and organize your Montage Performances on your computer.

Will this VST Utility also work correctly on other DAWs, i.e. Sonar Platinum?

It works in DAWs able to run VST3 or AU plugins. Check the specifications for Sonar Platinum or contact them.

Sorry, I'm not exactly sure what you are asking here.
