Well then, not properly, perhaps. (It may well be a problem with your exported file... from here we cannot tell. But just as a review here are the steps to using "Library Import" - Step-by-step... It would certainly populate your [UTILITY] > "Contents" > "Data Utility" > "Performance" Folder and the "Waveform" Folder with your new USER data. Those folders ONLY show USER BANK data. USER BANK data.
Here is how you use “Library Import”:
Press [UTILITY]
Touch “Contents” > “Library Import”
Touch the Folder that contains the data you wish to import. I’ve selected “KApro CS80”
The read out in the upper right corner keeps count for you. Above you can see have *selected* 0 Performances to import to User and since we know the User Bank has 640 locations, you can tell I already have 52 Performances already in my User Bank. (640 -52 = 588)
I have marked 12 Performances from this Library. I am ready to “Import to User Bank”
Immediately after importing these 12 Performances from the “KApro CS80” Library I now have 64 Performances in my User Bank (640 -64 = 576)
If I go to the "Data Utility" > Performance Folder ... Which shows you what you have in your current USER BANK... here you can see I have assembled 64 out of the 640 possible Performances...
Now let's see the difference between the first Performance I imported "*PJ CS80 3rd Space"... It is now both in the "KApro CS80" Library and in my "User Bank"
When these are imported to User Bank, you will have a duplicate. One is the Library version; the other is the User version.
What’s the difference? The Oscillator — the Waveform of the Library version says it’s from a CS80 Library.
From HOME > Select [PART SELECT 1] > Press [EDIT] > touch "Elem1" along the bottom of the screen to view Element 1's "OSC/Tune" screen
Notice the Waveform is being recalled from the LIBRARY Memory Bank.
The Waveform of the User version says it’s being recalled from the User Memory Bank.
The significance of this is - you assemble data to the USER BANK, when you then SAVE from the USER Bank as a LIBRARY FILE... the MONTAGE will create a NEW LIBRARY from whatever you name the file... Of course, you will give it a new NAME - it is YOUR custom Library. All Element Waveforms will be pointed to the Waveforms of this NEW LIBRARY.
You can now delete the previously installed “KApro CS80” Library and you can go ahead and Load you newly created, streamline version. Play it, verify it, if all is as expected, initialize you’re User Bank!

So the breakthru of all topic. I find the problem. It's samplerobot. He messed up the library file. The only way is to export the user file from sample robot and then load into montage.After that you need to do the library file. Then you can merge all the library using the library import function. is sad but is the only way.
Thank you for posting that solution. If I understand you, you need to export from SampleRobot as a User File format (.X7U), then use the MONTAGE to create the Library File.
