Yamaha fc7 pedal just taken and used as a volume control ... when I change performances in a live set, even if everything is turned up the volume is always at maximum. I change on midi i/o>controller> hold set.
But now when i change performance, on first scene the volume is good but when I set second scene, the volume still at maximum value.
WTF? Suggestions?
For a random Performance (you didn't name any specific one) - why do you think a scene button is going to change volume? Although scene buttons could do this - they also have an array of other parameter possibilities that scenes would otherwise offset and not change volumes.
I would suspect the Performance(s) you are dealing with here do not make attempts to change volumes when you change to the second scene. Or that the scene memory is on, but the level is set to a high value under the mixing tabs.
The Mixing 1/MIxing 2 scene memory switch for the scene in question (scene 2 in this case) needs to be switched on and then look at either Mixing 1 or Mixing 2 to see what level is saved for the scene in question. The level is shown in both tabs (a meter with the value at the very bottom).

Also, what brand of shoes are you wearing, and what's the condition of the sole?
But most importantly, socks... their colours, pattern, leg height and material blend.
I probably explained myself wrong ... I'll give a simple example.
I have a LiveSet with two performances.
Performance A has only one scene, with a tone wheel.
Performance B has two scenes; scene 1 a piano and scene 2 strings.
Play A with a low volume value (pedal up) and change performance by playing B-scene1 without changing the pedal value.
The pedal value is not recognized and B sounds very loud.
Ok ... I change the value (see figure) of the midi controller and set HOLD.
Good! Moving from A> B the low volume value of A remains at B.
But now on B I want to change instrument (scene) without touching the pedal; and then I step from sc1 to sc2 (piano> strings) without touching the pedal and so it should be low volume. But this is not the case, because as soon as I change the scene the volume goes to its maximum value.
PS: with another keyboard (of which I do not say the brand, but it is red ...) if I leave the pedal to the minimum and change the parts, any part always remains at the minimum.
I think I should change some settings, but honestly I don't know which one

Performance B Scene 2 has the Mixer 1/2 Scene memory turned on so the scene is changing volumes as instructed.
Turn off the Mixer 1/2 (there's one switch for both) switch. I'd pull up the scene menu, press [SCENE 2], then touch the Mixer1/2 switch to turn it off. Then press [SHIFT] plus [SCENE 2] to save then press [SCENE 1] so that is the default selected scene when the Performance is recalled then [STORE] the Performance and rename or overwrite. If you're editing a preset be sure to rename to a different name.

I tried to follow your suggestions, and I read the reference manual. But I have not found any way to control the master volume with the pedal. In fact, taking the pedal off and checking volume by hand, the problem I wrote about does not exist.

It is all doable with the FC7, but it is incredibly complex to explain, since there are so many "touch points" in the Montage/MODX where Volume/Level can be altered and/or stored.
Really, the short answer is, learn everything in the OS. Very often in the Montage/MODX, expected "Volume/Level" control seems not to work because "something else" is already working it (assigned control or overriding control).
Also, sometimes you just have to accept that the individual and unique way you want to do it, is just not possible. This is where you either get over it and move on, or find an acceptable work around.
So, to save you from ripping out your hair, here is how most Pro Musicians do it when working "Live" (not USB/DAW/MIDI etc):-
Buy yourself something like this:-

Plus 2 extra Balanced Instrument cables.
Place the Volume Pedal in series with your Stereo L&R outputs, and from there to the Mixer/Amp/PA etc.
If you need everything working in the Digital realms of MIDI/DAW/RECORDING... then you will have to sit down, study and learn ALL the Manuals.
If you need help from here, you must describe exactly:-
1) The functionality/behaviour you want and expect.
2) The Performance(s) (and any settings requested). Typically the incorrect behaviour should be "seen" on a Stock Factory Performance, so we can all see it.
3) The type/model of any external hardware/software involved in the problem e.g. Yamaha FC7, Cubase DAW etc.
Optionally instead of using soundmondo you can use Montage Connect and save an X7B file for the Performance you're having trouble with then archive that (.zip file) and attach here. Make sure .zip is lowercase.
Using Montage Connect, press the "Recall" button and choose the icon with [Computer] <-- [Keyboard] (arrow pointing towards the PC icon and coming from the keyboard). This will take your current Performance and read it into Montage Connect. Then press the "Save" button and name/save which will create an X7B file.
