can you load xoa files from a flash drive to the moxf8?

No. A .X0A file is a Motif XS All data file. It is not directly compatible with the MOXF.
See pages 156-157 of the MOXF Reference Manual for compatible file types.

You have to use third party software (like John Melas tools) for conversion to MOXF format.
