I have created a string quartet using 8 elements of a voice. 4 of them are strings which 1 is coarse tuned to +12 the other 4 have XA set to legato (using legato samples as well). The problem I'm experiencing is:
When I set portamento ON, all three elements without semi-tuning exactly go from their pitch to the next note played except the semi-tuned one which goes from +12 to 0 then the correct pitch (instead of going to the off set value). This is extremely disturbing and produces an awkward effect.

When I use semi-tuning is it suppose to introduce an offset value? How can I fix this (I will play with PEG maybe this is the answer)?

Yes, you have offset the tuning. By doing so it now must travel a different distance from the other Elements. The slope would be more severe... It's obvious to your ear, *if*, however, the graphic was animated you would clearly see why it is not what you wanted. But in music, the ear is a better judge of "it's not working" as you intended, although the eyes would show you: to travel a longer distance requires a different amount of time.

How can I fix this

Tune all the Elements you wish to use Portamento similarly.
